Want to know what is on the agenda for an upcoming Regular Council Meeting? Monday night meetings (indicated in the calendar above), consist of three typical components:

– Council in Committee:  a member of the public can request time before Council to address an issue by applying through the City Clerk’s office. This can be an information-sharing delegation, a request, or an issue.  C-in-C presentations are held before the Land Use portion of the Council meeting at 5 pm.  Ten minutes maximum is the time allowed, during which an individual or small group delegation can present their information, with visuals, and interact with Council through the Mayor. Contact clerks@surrey.ca for more information.

Delegates for Council-in-Committee are typically posted online with the Land Use agenda on the Friday before the Council meeting by 1 pm.

– Land Use Meeting: The Land Use portion of the Regular Council meeting begins at around 5:15 on the Monday meeting. During this section of the meeting, Council reviews first and second reading of new development applications, makes decisions about past applications that have been referred back to staff for further review/community consultation (if applicable), grants final reading to applications which have already been through third reading after Public Hearing (see below), and passes text amendments.  There is no resident/audience participation during the Land Use meeting.

– Regular Council Meeting/Public Hearing : The third part of the Monday night council meeting is Regular Council and Public Hearing. Most people are interested in seeing what is on the agenda for the Public Hearing for it is this portion of the Council meeting that residents/interested parties can register to speak for or against an application on the agenda. On the Thursday before the Monday meeting (sometimes earlier), the agenda is posted which can be accessed by clicking here Agenda items are organized by Town Centre and contain links to Planning or Corporate reports which are part of Council’s information package.

How to attend a Council meeting

Go to City Hall.

Parking in the underground lot is free on Monday nights. Easiest access is off 104th – there is a down ramp just after the intersection at City Parkway (which is just west of King George Blvd). Easiest route then is to turn left in the parkade where it goes down to a “T” once you enter and park on P1.

Take the elevator to G.

Register your vehicle at the front desk.

If you are speaking about an application at the Public Hearing, register at the Front Desk. The agenda will point to the application’s agenda number. On the sheet for that number, you will sign your name, whether you are “for or against” and whether you are speaking. This determines the speaking order for the application’s hearing before Council.

You can attend to witness the proceedings without signing in (but do register your car).

COS address

When speaking at a Public Hearing, stick to the topic! You can bring notes, visuals to hand to the Clerk just before you speak – these will be placed on the overhead when you ask for them to be put up.
